The Evolution of the U.S. Immigration policy Towards Chinese

1848年美国加州发现金矿后,中国人便开始大量地进入美国。100多年来,美国政府对华人实行的移民政策可分为三个时期:1848—1882年实行自由移民政策,1882—1943年排华期间实行限制和禁止华人移民政策,1943年迄今实行配额移民政策。本文对美国政府在这三个历史时期对华人移民政策的内容、演变的原因及影响作了论述。

Chinese began to move to the U.S.A. in great numbers after gold was discovered in California in 1848. In these over one hundred years, the U. S. immigration policy has experienced three periods of changing, the free immigration period from 1848 to 1882, the restrictive immigration period from 1882 to 1843, when the entry of Chinese was restricted or even banned, and finally the period from 1943 till now, when the policy of establis shing quotas for specific immigrant groups is practised. This paper deals with the U.S. immigration policies towards Chinese in the three periods and looks into the causes and effects of the evolution of the policies.
