摘要
本文认为,当前地勘单位首先要解决经营机制的建立和完善,使其改变对政府部门的依赖,走向市场。目前工业部门的地勘单位的经营活动被认为是矿业集团整个经济活动的一部分而受到重视,可与矿业集团一起参与国内外经济循环。而地矿部门的地勘单位则不然。根据《国营工业企业转换经营机制的条例》精神,地矿部门油气地勘单位向后延伸至滚动开发部分油气是理所当然的。文章还就地矿部门石油海洋局系统经营机制的建造提出了建议。
To establish a new operating mechanism, or improve the existing one, is at present a matter of primary importance for the geological prospecting units, so that they may break away from their dependence on the government and turn to the market. Other industrial sectots have now regarded the Operation activities of their geological Prospecting units as taking Part in the economic circulation at home and abroad together with the mining groups, but this is not so with the prospecting units under the Ministry of Geology and Mineral Resources.
