加强党的领导 全面推行改革——佛山大学在实施改革过程中加强党的领导的实践与认识

To Strengthen the Leadership of the Party and to Carry Out the Reform on a Full—-scale——On the Practice and Cognition of Strengthening the Leadership of the Party in the Processof the Reform in Foshan University

提出了高等学校在实施改革过程中如何加强党的领导的几个观点:(1)要保证改革的正确方向,学校党组织必须反复强调、坚持改革要有正确的指导思想和明确的目标;(2)要在实施改革过程中达到党政协调一致,密切配合,就必须正确处理党政职能分开和发挥党的领导作用的关系;(3)要把党的全面推行改革的主张变成法定和行动指南,提高全体员工的改革的自觉性和主动性,还应该发扬民主、充分相信、依靠群众和正确引导群众;(4)要结合学校的实际情况,选择合理而又可能的综合改革的途径,党组织必须认真研究,尽力落实政策必须具备的内部条件和外部条件。

The article has proposed some viewpoints as to how to strengthen the leadership of the Party in the reform in the universities and colleges: a. the correct direction of the reform is to be kept, the party organization of a college should emphasize repeatedly the guiding ideololgy and the clear aim of the reform; b. in order to gain a good harmony and cooperation of the Party and the government in the reform, we must handle correctly the relationship between the separation of the functions of the Party and the government and the leading function of the Party; c. the Party's policy of the fullscale reform must be the law and the guidance of our action. It is necessary to promote the consciousmess and intiative of the staff in the reform, to develop a democratic style of work, to belive, to rely on and to guide correctly the masses; d. a reasonable and possible channel should be selected for the comprehensive reform, and the party organization must make a careful study to find out the internal and external conditions in carrying out the policy.
