从特区机制看石河子经济技术开发区的建设

On Establishing Shihezi Economic and Technological Development Area from SEZ Mechanism

本文根据我国沿海地区改革开放十多年来创办经济特区的实践,把经济特区对经济发展的影响概括为“特区机制”这一概念。然后,根据特区机制对经济发展正反馈的要求,提出了建立石河子经济技术开发区必须以加强硬环境的改善为根本措施,以出口导向为战略目标,以从沿海进口替代为主,从国外进口替代为辅的引进资金技术为近期措施。

In accordance with the practice of special economic zone (SEZ) in near-sea belt during the fourteen years reforming and opening, the concept of SEZ mechanism which reveals the relation between SEZ and development of economy was posed, Then, according to the demand of positive feedbach of SEZ for development of economy, it was pointed out that establishing Shihezi economic and technological development area must improve the 'hard enviroment' which is essential measure, and that export -orient will be regard as strategic target, and that import ?replacement from near-sea district in China will be a measure attracting funds and techniques in the near future.
