独生子女病残儿医学鉴定管理的研究

Research on medical indentification and abministration of disabled singletons

为使病残儿医学鉴定工作具有科学性,使第二胎优生,于1989～1991年对独生子女病残儿医学鉴定管理,包括申报条件、申报程序、鉴定标准、审批制度、鉴定医师资格及职责规定、审批二胎指标后名单张榜公布等管理措施进行了研究,取得了较成功的经验。

The research was made 1989-1991 on medical i-dentification and administration of disabled singleton-s. The purpose is to make the medical identification more scientific and to ensure the aristogenesis of a second fetus. 3-year research deals with the condition and procedure of application for identification of disabled singletons, rules for examination and approvement qual ification and responsibility of identification and admin istrative procedure for the announcement of approved birth of 2nd fetus. Successful experience was obtained. By the end of 1991, the population of Harbin, in-cluding 2 rural counties, made up to 4182237. 1535 disabled singletons acceptable identification, in which 1073 mothers of them(69.90%) were approved to give birth again, 458 mothers(35.15%) were not, as a result of the identification. Among 196649 neonates born in the last 3 years, disabled children made up to 0.54%. 5 kinds of diseases constitute the majority(69.9%) in all of the approved birth of a 2nd child, they are cerebral dysgenesis, congenital heart disease, epilepsy, surdomute and mental retardation. For the purpose of aristogenesis of a 2nd baby, prenatal diagnoses were made on fetus to determine whether they suffered from diseases with possibility of diagnosis, such as congenital heart disease, hydro cephalus, malformation of cerebellum, spina bifida, deformity of extremities and chromosome diseases. Proper identification of disabled children is of great significance to the administration of birth control. Organization and quality of the identification are two important things to which we should pay more attention. The identifications are organized by various departments in charge of birth control and they are undertaken by honest and upright paediatrician with high level of technology and by technic services of birth control, in order to high quality of the indentification.
