气象服务“三维结构”的运行机制研究

STUDY ON OPERATING MECHANISM OF “TRIAXIAL STRUCTURE” OF METEOROLOGICAL SERVICE

本文以改革与发展为出发点,研究我国气象部门当前所进行事业结构调整的重大问题,着重分析并提出了建立“三维结构”运行机制的依据、原则和方法。

All the main points of argument are proceeded from the reformation and the development in the paper. Some major problems in the structure adjustment of the present meteorological departments are discussed. The bases,principles and methods of the construction of the operating mechanism in the 'triaxial structure 'are also analysized importantly.
