提高认识,统一思想,采取行政的、法律的、经济的管理措施,维护好松脂生产秩序,教育引导脂农树立护林与采脂相结合的新观念。严格贯彻执行《采脂规程》,积极推广应用科学采脂新技术,减少松脂资源消耗,提高松脂质量,促进松脂稳产高产,为松香生产企业的自我积累、自我发展奠定物质基础。

For the establishment of stable pine forest resource bases of oleoresin production, some administrative, legal and economic procedures should be taken and the state 'Technique regulations of wood tapping' must be obeyed by the oleoresin producing farmers. Meanwhile, it is necessary to appry new tapping technologies with effective stimulants and advanced tools. The gum processing factories could develop succcsively only on the bases of self-1accumulating in a positive cycle of forest resource regeneration.
