林纸结合—林纸一体化经营模式山林折价方案研究

A Management Mould of Combination of paper plants and Forestry Departments in Afforestration and Forests Tending

本文根据中国集体林区特点,提出林纸结合——林纸一体化经营模式,阐述了建设3.5万吨胶印新闻纸厂与划定和建设20万亩造纸林基地同步发展的设想,遵循林纸利益均衡原则,选择股份制形式,提出林地和林木折股折价入股的原则和方法,给出了计算公式,论证了林纸联合的可行性和可操作性的模式。

In this paper, a management mould is offered of combining paper plants with forestry departments in afforestration and forests tanding in the collectively-owned forests areas in China, and its feasability is proved. And a tentative idea is also offered that a mews paper plant with a capacity of 35,000 tons ( a year), is to be set up in step with the establishment of a forest base of 200,000 mu for the paper plant, and that in accordance with the principle of eaqual benefits for both sides, a joint-stock system is practised, in which the forestry side convert its forest stands and/or timber into money to buy a share, for which a calculation formula is also given.
