摘要
一、引言随着科学技术的进步和航运事业的发展,早在60年代初,西欧一些学者便设想从岸上对船舶航行安全进行直接控制和管理,后来很快地变为现实,建立了船舶交通管理系统(VTMS——VesselTraffic Management System),经过不断的改进和完善,发展成为今日的 VTS——Vessel Traffic Services,后者较之前者。
Establishment and character of damages caused by Vessel's Traffic Services(VTS)are expounded.Also foundation of such damage and its liability,limitation of liability and burden of proof are discussed.
