统筹流域管理与区域管理 实行最严格水资源管理制度

Integrate the river basin and regional management and implement the most strict system of water resources management

2011年11月1日起施行的《太湖流域管理条例》将流域管理与行政区域管理相结合的水资源管理体制在太湖流域进行了细化,为流域性立法提供了借鉴。以海河流域为例,分析流域立法及实行最严格水资源管理制度对流域管理和行政区域管理的需求,提出促进海河流域水资源流域管理与区域管理有机结合的建议。

The Management Regulations of the Taihu River Basin,which is implemented since November 1,2011,has refined water resources management system combining the river basin management with regional management in Taihu River Basin and provide a reference for basin-wide legislation.In this case study in the Haihe River Basin,the basin analysis of legislation and implement the most strict water resources management system of river basin management and administrative regional management demand,put forward suggestions to promote the organic integration of water resources management and regional management in Haihe River basin.
