着力构建水利建设与管理良性机制

Focus on building benign mechanism of water conservancy construction and management

回顾’98大水后特别是"十一五"以来的水利建设与管理成效,表明在新的形势和挑战面前,为适应中央1号文件和中央水利工作会议精神要求,水利建设与管理工作应该坚持改革创新、建管并重,着力构建水利建设与管理的科学体制和良性机制,突出抓好两项改革,即水利工程建设体制改革和水利工程管理体制改革,抓好三项管理,即工程建设管理、运行管理和河湖的社会管理,努力实现水利工程建设与工程运行管理并重,实现河湖治理与保护的统一,促进水利事业全面、协调、健康发展。

Review of the floods 1998 especially since the ＂Eleventh Five-Year＂ the water conservancy construction and management effectiveness,that the new situation and challenges,to meet the Central Document No.1 and the requirements of the Central Work Conference Water,water conservancy construction and management work which should persist in reform and innovation,both construction and management,focused on building scientific institutions and a good mechanism of water conservancy construction and management,give prominence to two reforms,reforms that water conservancy construction and project management system reform,tackling three management that is construction management,operation management and social management of rivers and lakes,water conservancy construction and engineering efforts to achieve both operational management to achieve the unity of river and lake management and protection,water utilities to promote comprehensive,coordinated and healthy development.
