河流伦理是建立在河流生命概念基础上的伦理观,以尊重河流健康生命为前提,既承认河流永续生存的权利,又承担保护他们的责任和义务。常州市通过搭建"亲水文化"平台、推动环保民间组织发展、倡导节水型社区建设、培育"人水和谐"的生态价值观等创新举措,构建起城市河流伦理的实践路径。
