我国地方新能源产业激励政策创新体系研究

Research on Innovation System of New Energy Industry Incentives Policy

新能源产业的发展需要政府政策的引导和激励,而政府的政策激励也被相关国家实践证实将有效促进新能源产业的发展。系统地归纳相关国家在新能源产业的激励政策概况,总结相关经验,对地方政府激励政策的制定具有实践指导意义。基于对地方新能源产业发展情况的调研,具体以河北B市光伏产业为样本,分析新能源产业发展所面临的瓶颈问题。通过对地方新能源产业现行激励政策的研究,提出现行地方激励政策体系中存在结构性、内容性、配套性以及沟通性四个问题。结合新能源产业发展良好国家的经验,针对地方新能源产业发展及其政府激励政策中的问题,构建了包括宏观政策、中观政策和微观政策的新能源激励政策体系框架,并分别针对框架中的三个层面提出具体建议。

The Government will introduce appropriate incentives for the development of new energy industries to provide a solid good opportunity.Chinese and foreignal industrial experience in the incentive policy should be learned,and then a series of strategic development for China＇s energy policy incentives are proposed.Taking PV industry as a sample,based on the new energy industry development in Hebei Province,the article conducted in-depth analysis of the bottleneck,list of structural,content,nature,supporting and communicating defects in four major areas of Hebei Province to view the new status of the energy industry and the government incentives,from macroeconomic policy,in view of policy,micro policies established three levels of the system of policy incentives system framework design.
