针对我国农产品质量安全事件频发的现实,从市场失灵与政府失灵两个方面对农产品质量安全问题的成因进行了分析,指出在小农经济模式下,农业生产信息得不到有效公开以及政府监管难以发挥效率是导致农产品安全事件的重要原因;提高农业生产的组织化程度,是解决农产品质量安全问题的有效手段。

The paper analyzes the cause of the quality and safety of agricultural products from the two aspects of market failure and government failure,and points out that the lack of efficiency in the openness of agricultural production information and government regulation is the important reason leading to agricultural safety event under the small-scale peasant economy mode.Enhancing the organization level of agricultural production is an effective means to solve the quality and safety of agricultural products.
