新时期中国农村教育救助的思路与对策

能力的匮乏是导致现代农村贫穷落后的根源。加大农村教育救助的投入是政府义不容辞的义务,同时教育救助必须促进救助对象自立能力的提升,培养农民具有现代化的公民素质。改革教育救助体制,加大教育投入,建立权力分工和制衡的教育救助机制。既要根据实际不断改进教育救助的内容,同时又要解决农村教育工作者的生存和发展所遇难题,群策群力,为社会主义新农村建设提供精神动力和智力支持。

The lack of capacity is the root cause leading to rural poverty and backwardness m moaern time. Increasing the relief investment in rural education is the bounden duty of the Chinese government. Meanwhile, the education relief must focus on facilitating the self-independent capacity of the target people and cultivating the farmers with modernized citizen quality. We shall reform the education relief mechanism, increase the investment in rural education and establish an education relief mechanism featuring with division and balance of power. We must not only consistently improve the content of education relief, but also solve the difficulties confronted in the life and development of rural education workers. We shall pool the wisdom and efforts of the public to provide spiritual impetus and intellectual support to the construction of the Socialist New Countryside.
