It is very difficult to increase the peasants＇ income. The root cause lies in the insufficient stock of human capital, unreasonable structure and the fact that peasants are excluded outside the respectively high-end division and distribution system. Optimizing division and improving human capital can facilitate the increase of peasants＇ income and improve the wealth growth effect and the wealth allocation effect. It is suggested to greatly develop the medium and small enterprises and promote regional specialization division; open domestic market and focus on the development of the tertiary industry; increase the supplying of education training and other public utilities and guide peasants to comply with the respectively high-end social division; encourage peasants to increase the investment of human capital and guarantee their economic gains.
