民生的概念在不同社会时代有不同的内涵,是自国家起源以来执政者必须面对的重大社会政治问题。对民生问题的关注,是经济的规律,是社会的进步。近年来,我国在基本民生方面的投入发生了很大的变化。改善民生是经济发展的本意,转变经济增长方式应是改善民生的目的,经济发展与改善民生是相辅相成、相互促进的。只有把保障和改善民生作为国家各项事业发展的根本出发点和落脚点,维护和发展群众利益,才能在新的起点上实现民富国强的美好愿景。

The people＇s livelihood is an important social political issue that the leaders should be faced with from the beginning.There are different meanings in different periods.The concern about the people＇s livelihood is the rule of economics as well as social progress.Recently it has changed greatly in the investment of the basic people＇s livelihood in China.Improving it is the basic intention of economic improvement and changing the mode of economic growth.The developing economics and the changing people＇s livelihood are complement and promotion.Only by regarding the safeguard and improving people＇s livelihood as the basic starting point and the foothold of national business development as well as keeping and improving people＇s interests can we realize the perfect dream of ？strong member of rich country at the new beginning.
