群众观点：执政党干部政治观中应有之义

The Mass Viewpoint： An Indispensable Righteousness of CCP Cadres

“群众观点“是无产阶级政党的基本观点。是马克思主义唯物史观关于人民群众是历史创造者的原理，是执政能力建设理论的精髓，是执政党干部政治观中的应有之义。中国共产党是社会主义中国的执政党，她的所有干部都是肩负着执政重任的干部，是理政治国的执政党干部，是全心全意为人民服务的执政党干部，是广大人民群众拥戴和信任的执政党干部。“群众观点“是体现执政党干部的精神和重任，即“权力就是责任、干部就是公仆、领导就是服务”。

As the basic point of proletarian ruling party, viewpoint of the mass is an idea marked the theory that the mass is the creator of history seen in Materialism History of Marxism. It is also the essence of the construction of governance capability and the indispensable righ- teousness of cadres. The CCP is the ruling party of China and all of its cadres should shoulder their obligations of regulating and administrating, serve the people who are expected, in turn, to trust and support them. In this sense, the mass viewpoint embodies the spirit and mission of the cadres.
