摘要
2004年以来,许多企业遭遇农村劳动力短缺困境。困境是由"户籍制度、就业制度、权益维护制度、社会保障制度、教育制度"等制度因素以及"社会对农民工的认同感低、劳动力资源稀缺论的缺失、农民工主体的更新换代、新农村建设回拉作用、农民工流动成本增高"等非制度因素共同作用的结果。在分析困境产生的制度因素和非制度因素基础上,从政府、社会、企业和农民四个层面提出解决问题的相应对策。
Presently, many enterprises encounter the shortage problem of rural labor. This dilemma is resuhed by the interactions of system factors and on-system factors. The system factors include the household registration system, the employment system, the interests maintenance system, the social scurily system, the educatinn system and so on. The nnn-system factors can mainly he showed in the follnwing ways, such as the low identification of society , the peasant worker, the lack of idea of rural labor force resource scarcity, the renewal of main body of peasant worker, the pull back of new countryside mstruetion, the augment of peasant worker mobihy cos! anti so on. On the basis of analyzing these factors, this paper put forward some corresponding amtermeasures to solve these problems from the government, the society, the enterprise and the peasant.
