我国经济结构调整的方向与政策思考

Consideration About the Direction and Policy of China's Economic Restructuring

未来10年,我国仍然处于较有利的发展时期,城镇化进程加快将成为经济发展最大的动力,国际化水平提升是经济发展的重要基础。在经济结构上,第二产业比重将保持稳定,第三产业进一步得到发展。在结构调整上,要以大力发展战略性新兴产业和生产性服务业,努力提升工业增加值率为方向。在政策上,要在扩大内需、技改创新、淘汰落后、节能减排、兼并重组等方面,更加重视和发挥行业经济政策在促进结构调整中的地位和作用。

China will be still in a favorable period of development with in the next 10 years. Acceleration of the process of urbanization will be the biggest driving force of economic development, and promotion of the internationalization level is an important foundation for economic development. With regard to the economic structure, the proportion of the secondary in- dustry will remain stable, while that of the tertiary industry will be further enhanced. As for industrial restructuring, it is necessary to develop strategic emerging industries and productive service industries to increase industrial added value rate. In policy, the roles of industrial economic policy, such as expansion domestic demand, technical transformation and innovation, elimination of outdated technologies and products, energy conservation and pollution reduction, merger and reorgani- zation, should be further emphasized and played in promoting industrial restructuring.
