我国财政分权对经济增长的影响

On the Impact of China's Fiscal Decentralization on Economic Growth

从财政分权的角度出发,利用生产函数模型,借助计量分析软件,选取了我国大陆28个行政区的人均GDP的年增长率、固定资产投资年增长率、劳动力年增长率从1985年至2009年间的合并数据与财政分权的关系进行回归分析,结果发现:我国财政支出分权与经济增长的关系是负相关,而财政收入分权与经济增长的关系是正相关。针对这样的结论,提出今后我国财政分权的方向应该围绕财政支出方面如何分权,并提出了具体的建议。

This paper,from the perspective of fiscal decentralization,with production function models and econometric analysis software,has made a regression analysis of the relation between fiscal decentralization and economic growth,which includes the annual growth rates of per capita GDP,fixed asset investment,and china＇s labor force of twenty-eight administrative regions from 1985 to 2009.The conclusion is found： fiscal expenditure power and economic growth have a negative correlation,while the fiscal revenue decentralization and economic growth have a positive correlation.So this paper proposes that the future direction of China＇s fiscal decentralization should focus on decentralization of fiscal expenditures,and then specific proposals have been put forward.
