安徽省循环经济法律制度的构建

On Constructing the Legal System of Circular Economy in Anhui Province

科学合理的循环经济法律制度可以优化社会的资源配置,有效降低安徽省循环经济的运行成本。在遵循政府引导与市场调节相结合、公众参与、综合运用多种法律手段原则的基础上,以循环经济相关主体即政府、企业、公众的权利义务为主要线索构建安徽省循环经济法律制度;同时,针对安徽省的实际需要,法律制度设计要在"减量化、再利用、资源化"三原则之中突出减量化原则。

Scientific and rational legal system of circular economy can optimize social resources and reduce its operating costs in Anhui province.Based on the principles,such as combination of government guidance and market regulations,public participation,and comprehensive use of various legal means,the article puts that the legal system of circular economy in Anhui province should subject to rights and obligations of government,enterprise and public;meanwhile,for the practical needs of Anhui province,the legal system should stress reducing principle among the three principles of ＂reduce,reuse and recycle＂.
