东北三省城乡一体化面临的主要问题及对策研究

On the Main Problems in the Process of Urban and Rural Integration in Northeast China and the Countermeasures

近年来,东北三省城乡一体化建设成效显著,然而,城镇化进程缓慢、农业比较劳动生产率低、农村固定资产投资不足、农村公共事业发展滞后仍然是进一步推进城乡一体化面临的主要问题,而破解这些问题的关键在于打破城乡分割的体制结构,实现城乡规划、产业、基础设施、公共服务、市场机制和管理体制的一体化。文章在分析东北三省城乡一体化建设面临主要问题的基础上,提出了建设城乡全面覆盖的规划体系、统筹城乡产业发展、建立覆盖城乡的公共财政体制等加快推进东北三省城乡一体化建设的对策建议。

In recent years, the urban and rural integration in Northeast China achieve a great success. However, the problems, such as slow process of urbanization, relatively low labor productivity of agriculture and rural fixed assets investment, laggard public utilities in rural areas, still hinder the integration of urban and rural. The key to solve these problems is to break the urban-rural division of the institutional structure, achieve urban and rural integration in the planning, industrial, infrastructure, public services, market mechanism and management system of. On the basis of analyzing the progress and problem in integration of urban and rural areas, this article puts forward corresponding countermeasures.
