污染密集产业转移承接地经济与环境协调的途径研究

On the Coordination of the Local Economy and Environment of the Undertaking Pollution Intensified Industry

伴随高速经济发展而来的环境恶化、资源耗竭等一系列环境问题,不但降低了当代人的生活水平,而且也削弱了后代人生存发展的能力。环境与经济协调发展的可持续理论,是过度使用环境、遭到环境报复以后,人们对自己的行为进行反思而得出的经验总结。近年来国内掀起了一波污染密集产业由东部向中西部地区梯度转移的产业转移浪潮。污染密集产业转移的承接地,一方面需要通过承接产业进入以带动地区经济发展,另一方面又不得不正视污染密集产业进入带来的环境污染等负面效应。基于此,文章站在污染密集产业承接地的角度,基于环境与经济运行的物质平衡系统,结合环境容量约束来分析污染密集产业转移承接地的环境效应,并提出承接地经济与环境协调发展的三条基本路径。

As the economic development with environmental deterioration and resources exhaustion, the living standard of people are lowered as well as the ability of people sulrvival are weakened. The sustainable development theory of the coordination of environment and economy is the conclusion that people realize the consequence they＇ve made. In recent years, a trend of pollution intensified industry transfer from the eastern to the mid-western being oblivious. The city where undertaking the industry on one hand have to take the industry so as to pull the local economy, on the other hand, they have to face the pollution. Based on above, this paper from the perspective of industry undertaking place, based on the balance system of environment and economy, combined with the environmental constraint, to analyze the impact of pollution intensified industry, and then propose suggestions.
