直辖市地方性法规比较研究

Comparative Study of Municipal Laws and Regulations

地方性法规在我国法律体系中占有重要地位,为形成中国特色社会主义法律体系作出了重要贡献。我国的四个直辖市在我国政治、经济、文化、社会等方面具有举足轻重的地位,直辖市人大及其常委会的地方性法规也直接影响着我国整个地方性法规的建设、发展和完善。分析和比较直辖市地方性法规30年来的发展变化,在中国特色社会主义法律体系已经形成的时代背景下,总结和完善地方性法规的立法工作,为进一步提升民主立法、科学立法水平,适应地方立法的新要求和推动我国法律体系的进一步完善,都具有重要意义。

Municipal laws and regulations have played an important role in China＇s legal system for the formation of the socialist le- gal system with Chinese characterislies. China＇s four municipalities have decisive positions in the political, economic, cuhural, and social aspects. Municipal people＇s congresses and their standing committees of local laws and regulations have a direct impact on the construction, development and improvemenl of local laws and regulations. It shows great significance to analyze and compare the development and changes in local laws and regulations of municipalities during the past 30 years, as well as to summarize and improve legislative work of h）cal laws and regulations, which will filrther enhance democratic and scientific legislation level, adapt to new requirements of local legislation, and promote the further improvement of China＇s legal system.
