On Innovative Model of Local CPPCC committees Participating in Local Decision-making System——A Case Study of Guangzhou

地方政协参与地方党委决策制度需要与时俱进,进行创新,才能适应形势发展的要求。《中共广州市委政治协商规程》针对广州的政治协商还不够规范等问题,着眼于变政策性协商为制度性协商,就进一步加强政治协商的制度化、规范化、程序化,提出了许多新的观念和新的做法,重点明确了政治协商的原则、基本方式,规定了政治协商的主要内容、形式和程序,形成了政治协商制度创新的广州模式。

Local CPPCC committees participating in local decision-making system needs to innovate with the times and to adapt to the development of the situation. The document ＂Political Consultative Procedures of the CPC Guangzhou Municipal Committee＂ focuses on changing the policy consultation to system consultation, putting forward many new ideas and approaches to further strengthen political consultation system. It also clears the principles and basic form of political consultation, provides the main elements and procedures of political consultation system under the innovative model of Guangzhou.
