The prevention,early-warning and precontrol of the public crisis is an important move to ＂resist the enemy outside the gates＂ in the management of the public crisis.Starting with the related notions of the protection,early-warning and precontrol,the author tries to further discuss the necessities and possibilities,and presents some specific measures for them.
