中国可再生能源配额制和实施对策探讨

China's Renewable Portfolio Standards and Implementing Countermeasures

针对中国当前无法以现有的政策、措施解决可再生能源发电上网和市场消纳问题,提出需引入可再生能源配额制政策。对可再生能源配额制政策的概念、特征和运行机制进行了界定,提出了中国可再生能源配额制的基本特征、运行机制和原则;对构成中国可再生能源配额制政策的基本构成要素选择进行了系统分析,提出了一套适合中国国情的配额制政策设计方案。为了保障配额制的有效性,对配额制实施过程中可能出现的问题进行了总结并给出了相应的建议。

This paper discusses the current issues of renewable energy integration and purchasing problems in China,which cannot be addressed by the existing polices,and suggests the introduction of renewable portfolio standards（RPS） into China.The concept and characteristics of common RPS are clearly defined,on the basis of which,the principles and implementation mechanism of China＇s RPS are proposed.The selection of all the factors that form China＇s RPS is systematically analyzed,and then a design scheme of China＇s RPS is presented.To guarantee China＇s RPS to play an effective role in the renewable energy scale-up development,some countermeasures are put forward to address the problems that might appear when the proposed RPS policy is carried out.
