酒泉风电跨区消纳模式及其外送方案

Cross-border Accommodation Method and Transmission Scheme of Jiuquan Wind Power

随着大规模风电基地的开发利用,电力、电量消纳市场成为制约风电发展的首要问题,没有成熟的解决方案可循。文中就酒泉风电跨省跨区消纳的必要性、酒泉风电的消纳能力、风电接入的辅助服务需求、甘肃风电外送模式、甘肃风电外送功率调节方式、酒泉风电基地外送负荷特性和能源基地直送类型外送成本等基本观点进行了探讨,论证了在多种约束条件下,风电、光电、水电、火电联合打捆外送是近期酒泉风电外送的最可行的选择,最后提出了促进大规模风电输送及消纳的政策性建议。

Given the fast development of the large-scale wind power base,wind power grid connection and participation of energy market is becoming a critical issue,which has no precedence to follow.Some basic aspects are discussed,such as necessity,capacity,mode,power regulating methods,load characteristics and cost of Jiuquan wind power transmission or accommodation.In consideration of multiple factors,combining transmission of wind,solar,hydro and thermal energy is the most feasible option for Jiuquan wind power accommodation in the near term.In the end,policies of promoting wind power transmission and accommodation are proposed.
