论“资源诅咒”与凉山彝族自治州经济增长

凉山彝族自治州资源富集,富甲天下的水能资源、得天独厚的矿产资源、极为丰富的农业资源、绚丽多彩的旅游资源和极具魅力的民族文化资源,均具有巨大的开发潜力和发展优势。本文以"资源诅咒"制约经济发展这一命题为前提,对"资源诅咒"效应削弱凉山经济增长的作用机制进行实证检验,寻找原因并探索通过改进制度安排,建立有效的资源补偿机制,构建循环经济发展模式,调整产业结构,加大对人力资本的投入等,以破解"富饶的贫困"这一现实的悖论,避免"资源诅咒"难题,为推动凉山经济可持续发展提供智力支持。

Liangshan Yi nationality autonomous prefecture is rich in resources. It has the richest hydraulic power potentials, advantaged mineral resources, abundant agricultural resources, colorful tourist resources and fascinating ethnic cultural resources, which have enormous development potential and advantages. Taking the proposition of the ＂resource curse＂ restricting economic development as the premise, this paper makes an empirical test on the ＂resource curse＂ effects on weakening economic growth in Liangshan, and tries to find out the reasons and explores that by improving institutional arrangements, it is imperative to establish effective mechanism of the resources compensation, build the model of circular economic development, adjust industry structure, and increase investment in human capital, and so on, so as to break the paradox of ＂rich poverty＂ and avoid the problem of ＂resource curse＂, and provide intellectual support for the sustainable economic development in Liangshan.
