在边疆多民族地区高等教育改革与发展的抉择过程中,客观存在着"普适化"和"特色化"两大语境。在普适化语境中,对高等教育发展的判断采用普遍性、形式化的标准;而在特色化语境中,高等教育价值往往选取特殊性、个性化标准。对不同语境的反思有助于对区域高等教育的发展方向和策略作出理性抉择。

There＇ re two kinds of context in the strategic choice of higher education reform and development in the frontier multinational region, which are the context of universality and characteristic. In the context of universality, the universal and formal standard is applied in the development of higher edueationl in the context of characteristic, the special and individual standard is employed. Reconsidering the different context, is useful to choose the development direction and strategy of regional higher education rationally.
