农村精神病患者管治困境及治理对策——基于对抚州市云山镇、河埠乡的调查

加强农村精神病患者的救治与监管,真正帮助精神病患者,是摆在各级政府面前的一项重要任务。通过对抚州市云山镇与河埠乡的实证调查,对农村精神病患者的生存现状进行了描述,分析了农村精神病患者救治与监管中存在的问题,并在此基础上,提出要加快精神卫生立法工作,使农村精神病患者的救治与监管有法可依;建立社会支持系统,提高农村精神病患者的生活质量;建立健全有效的经费保障机制,减轻精神病患者的家庭经济负担;完善政府监管体系,预防农村精神病患者的社会危害行为。

Strengthen the treatment and supervision of mental patients in rural areas,to really help the mental patients,has become an important task before all levels of government.Through the empirical investigation on the yun-shan town and he-bu town in Fu-zhou,this article describes the survival status of mental patients in rural areas,analyzes the problems that existed in the treatment and supervision of mental patients in rural areas.Speeding up the process of mental health legislation,establishing the financial security mechanism to mental patients,improving the government＇s monitoring system to mental patients,are the effective measures to solve the problems of mental patients in rural areas.
