山区土地流转在城乡统筹中的实践探索

Practice in Land Transfer in Mountainous Areas in the Process of Overall Urban and Rural Development

土地是城乡统筹中最复杂敏感的问题,牵涉到多方利益和矛盾。在重庆市面积高达85%的山地进行土地流转,困难是可想而知的。经过不断摸索,重庆市以梯度移民的方式,土地置换方式,退出与集中规划的方式,着力推进统筹步伐,保住粮食产量和耕地红线,为在山区进行土地流转,提供了有益的探索和深化城乡统筹的下一步思考。

Land is the most complex issue in the process of overall urban and rural development and involves in the multi-aspect benefits and contradictions,however,Chongqing＇s mountainous areas constitute 85 percent of Chongqing＇s total areas,as a result,land transfer in the mountainous areas is very difficult.Through continuous exploration,Chongqing studiously pushes forward the pace of overall urban and rural development,preserves grain output and the requirement for arable land and provides beneficial exploration and further thinking for land transfer in mountainous areas and the deepening of overall urban and rural development by using gradient immigration method,land permutation method and intensively planning the quitted land method.
