第三部门是社会发展不可或缺的重要力量。我国第三部门发展表现出数量和规模发展迅速、区域发展不均衡、领域分布不均衡和在关键领域作用明显等四个特征。我国第三部门发展存在资金不足、独立性不足、治理不足、人才不足和协作能力不足等五大困局,需要通过转变观念放松控制、积极拓展筹资渠道、谋求变革鼓励创新、加强监管完善立法等举措加以破解。

The third sector has been a most important charactei-istic in social development, and in China it has had great development in number and scale. Though the third sector has played a significant role in some fields, its distributions in regions and fields are unbalanced. The problems of the third sector develop- ment include the financial deficiency, the lack of independence, the shortage of governance and human re- sources, and the weakness of cooperation. Resolutions include the change of government＇s concepts on the third sector, the loosening of policy control, and the expansion of financing channel. Efforts on the reform, the innovation and the governance and legislation of the third sector are also important.
