优化国民收入分配结构,促进现代化建设健康发展——改革开放以来国民收入分配结构演变的分析

Optimizing the Structure of National Income Distribution,Expediting the Construction of Modernization: Analysis on the Change of National Income Distribution Structure since the Reform and Opening-up

对我国实施"三步走"现代化战略过程中国民收入分配结构演变的分析表明,在第二步和第三步中的全面建设小康社会阶段,国民收入分配结构出现了向企业和政府倾斜的态势,劳动报酬和居民收入在国民收入初次分配和再分配中的比重趋于下降。在全面建设小康社会和加快现代化建设阶段,"两个比重"的下降不利于发展方式的转变,不利于第三步现代化战略的实施。因此,要实行富民优先的发展导向,努力实现居民收入增长与经济发展同步、劳动报酬增长与劳动生产率提高同步,通过优化国民收入分配结构和实施科教强国战略,加快发展方式转变,促进我国现代化建设的健康发展。

The analysis of China＇s national income distribution structure during implementing modernization strategy shows that the rate of distribution to the enterprises and government increased in the second and third phase of moderately prosperous society and the labor payment and residents income tend to decrease in the initial and re-allocation, which will block the transformation and implement of the modernization strategy. In order to expedite China＇s modernization strategy in a healthy way, countermeasures should be taken by optimizing the national income distribution structure from three aspects.
