Procedural Democracy: Guarantee of the Substantial Democracy

程序民主与实质民主是有机统一的整体,实质民主是民主价值的理性追求,程序民主体现了民主的工具性诉求。各级政府要牢固树立程序意识,建立程序法规制度,完善立法和决策程序,健全监督程序,依照法定权限和程序行使权力,保障行政权力规范运行,推进法治政府建设。

Procedural democracy and substantial democracy are regarded as an organic unity. The substantial democracy is the rational pursuit of the value of the democracy and the procedural democracy embodies the demands of the democracy as an instrument. Governments at all levels should have ideas of procedures in minds, set up the laws and regulations of procedures, improve the procedures of legislation and policy-making, perfect the supervision procedures, exercise authority according to the constitutional limitations and procedures, ensure that administrative power works in accordance with standards and enhance the constructions of the rule-of-law governments at all levels.
