The development of global economic integration,shortens the research and development cycle of technology, and makes technological innovation become the power source to the enterprise development and competitiveness.However, because of the limitation of intelligence resources,it has become an important technical innovation means for enterprises to take advantage of the strength of the university and research.The alliance with its unique advantages has become the preferred method of cooperation between universities,research institutes and companies.The industry-university-research cooperation（IUR） has become the most effective way of the knowledge change into the benefit,and also the necessary requirement for technical innovation and economic development.
