National Language Capabilities,Language Planning and National Security

国家语言能力缺失是一个威胁国家安全的潜在因素,近年来引起了西方国家的重视。本文从语言规划的安全需求及安全价值、外语人才的培养、小族语言的开发利用等角度论证了提高国家语言能力的理据。文章指出,我们需要认真反思、研究并解决现行语言规划及外语教育中可能存在的问题,力图提高国家外语能力。

The lack of national language capabilities poses a potential threat to national security and this issue has recently been a focus of attention from the West.By discussing such issues as security needs and values of language planning,education of foreign language professionals as well as development and exploitation of minority languages,this paper provides evidence for the motivation of improving national language capabilities.It is argued that scrutinous reflection and scientific research are needed to solve the potential problems in current language planning and foreign language education in order to exert efforts to enhance national FL competence.
