关于构建新型医疗服务体系的思考

Thoughts of establishing of a new medical service system

指出要坚持以政府举办的公立医院和非营利性医疗机构为主体,积极探索优化卫生资源配置的有效途径,通过制订规划合理布局,制订政策调整格局,大力支持民营医院和营利性医疗机构的建设和发展,促进多种所有制医疗机构的有序竞争、共同发展,努力构建目标明确、功能完善、结构优化、层次分明、布局合理、规模适当的新型医疗服务体系。

Government-owned public hospitals and non-for-profit medical institutions are recommended to be the main part of health care providers.It is suggested to actively explore effective ways of optimizing resource allocation,and make plans to rationalize distribution and policies to regulate the structure of health resources.It is also suggested to provide strong support for the building and development of private hospitals and for-profit medical institutions and to promote orderly competition and collaborative development of medical institutions of diverse ownerships.Great efforts are needed to build a new medical service system with specific targets,sound function,optimized and well-arranged structure,rational layout and appropriate scale.
