医疗保障城乡统筹制约因素的研究

On the constraint factors of the medical security system in Chinese urban and rural coordination

统筹城乡医疗保障制度建设是经济社会发展规律的客观使然，但这项社会系统工程，尚存在较多的制约因素。文章从传统思想的束缚、经济因素的制约、现行户籍制度的阻碍、现行土地制度的制约、法律障碍和体制障碍等6方面进行了深入地分析和研究，力图寻求解决的途径，为我国统筹城乡医疗保障制度的建立提供参考。

It is inevitable that the construction of urban and rural medical security system is the law of economic and social development, but there are still more constraints in this social system engineering. Deep analysis and research were carried out from six aspects in this paper such as the constraints of tradi- tional thought and economy, obstruction of the existing household registration system, constraints of the existing land system, legal obstacles and institutional barriers; and ways to solve the problems were trying to be found in order to methods for the construction of the urban and rural medical security system in our country.
