日本《全球气候变暖对策基本法》(法案)进一步在《全球气候变暖对策推进法》的基础上,就立法目的、国家、地方公共团体、企业和国民的职责、基本原则、重要措施、中长期目标、基本计划、基本政策等进行了明确规定。日本《全球气候变暖对策基本法》(法案)的立法经验,对我国正在着手进行的应对气候变化立法在立法模式定位、立法框架与内容定位、与中国现有相关立法关系定位以及基本制度与措施的定位等方面具有积极的借鉴价值。

Based on Acceleration of Global Warming Countermeasures, Japan＇s Basic Act on Global Wanning Countermeasures goes further to give a clear definition of its lawmaking purposes, basic principles, major measures, mid - and - long term goals, fundamental plans, basic policies as well as the responsibility of the state, local public groups, enterprises and citizens. Its lawmaking experience serves as a positive reference for the current legislation of China~ combating global wanning in such aspects as the position of legislative modes, frames and contents, the relationship with China＇s other existing legislations, as well as the basic systems and measures.
