摘要
提升政府部门的执行力,是建设服务型政府的基本要求。本文通过政府部门执行力的现状分析和理论研究,提出"建设质量管理体系,是提高政府部门执行力的有效途径"的观点,并通过国家质检总局建立运行质量管理体系、有效提升执行力的实证分析,对政府部门提升执行力建设方法、运行过程和评价方法做出系统阐述。
The improvement of executive ability of government sectors is the basic requirement for the construction of service - oriented government. Based on the core principle of "process approach" and "system management approach" of quality management system, government sectors can further clarify work flow ; enhance process control; enhance continuous improvement; improve the work mechanism of clear responsibilities, orderly coordination, unified standard, normative conduct and effective supervision; ensure that government orders are carried out effectively without failure; and improve management level and work quality, so as to improve the executive ability of government sectors systematically. The idea that" quality management system construction is an effective means to improve executive ability of government sectors" is proposed in this paper through theoretical research and analysis of current executive ability of government sectors. At the same time, the building method, operational process and assessment method for government sectors to improve the executive ability construction are established by the demonstration analysis of the construction and operation of quality management system and the improvement of executive ability in the General Administration of Quality Supervision, Inspection and Quarantine of the People' s Republic of China.
