摘要
2010年,国务院常务会议研究了加快推行合同能源管理、促进节能服务产业发展的政策措施,节能服务产业在政策支持、资金奖励、融资渠道、技术标准、自身建设等多个方面都取得了突破性的进展。本文首先从国际项目支持、国内政策法规和行业统计数据3个方面回顾了节能服务产业在我国的发展历程,而后重点分析了2010年以来节能服务产业发生的一系列重大事件及其影响。对于发展潜力巨大的建筑领域,在对2010年以来的相关政策、技术标准和实体行为进行分析的基础上,展望了合同能源管理的发展前景,并从技术角度对其在本领域的进一步发展提出了几点建议。
In 2010,executive meeting of the State Council made research on policy and measurement to accelerate energy performance contracting（EPC） and promote energy-efficiency service industry.The industry has developed in essence from aspects of policy support,capital reward,financing channels,technical standard,self construction,etc.In this paper,EPC development in China in terms of international cooperating projects,domestic policy and regulation and industry statistic data were firstly reviewed.And then,a remarkable chain of events and their influences in the industry since 2010 were analyzed.Furthermore,based on the relevant policies,technical standards and entity actions since 2010,the development prospects of EPC in building sector were given out.At last,technical suggestions on EPC further development in building sector were proposed.
