北部湾经济区特色农产品低碳化开发与保障体系研究

Study on Development and Security System for Low-carbon Local Agricultural Products in Beibu Gulf Economic Zone

北部湾经济区农业应该立足发展区域实际,通过低碳化开发优化特色农产品的产品质量,以应对当前东盟农业的冲击。这一艰巨的利民工程需要社会各界齐心协力:农产品低碳化生产环节,要在"循环生产、无毒化生产、立体化生产"上严格把关;农业必须与其他低碳产业一起打造物质闭合循环、能量多级利用和废物产生最小化的北部湾低碳经济产业链;各级政府和相关部门要逐步摸索出科学有效、适合地方实际的低碳农业经济预警指标体系,并切实给予法规、资金、政策、技术等方面的保障。

The agriculture in Beibu Gulf Economic Zone should be based on the dvevlopment of regional advantages,that is,to improve the quality of local agricultural products through low-carbon development to compete with ASEAN agricultural products.It is an arduous project whichvarious social fields shall dedicate to.For the low-carbon agricultural production,the keys rest with circulating,nontoxic and three-dimensional products.However,agriculture and other low-carbon in dustries in Beibu Gulf Economic Zone shall integrate into a low-carbon industry chain based on closed circulation of materials,multi-level utilization of energy and minimum waste.The governments at various levels and relevant departments shall gradually establish scientific and effective early warning index system for low-carbon agricultural economy which is suitable for local reality,and support the system in laws,capitals,policies and technologies.etc.
