加快推进上海农田水利建设的对策研究

Countermeasure Research on Accelerating The Construction of Irrigation and Drainage in Shanghai

2011年中央1号文件作出全国加快水利改革发展的决定。上海应抓住机遇,建设配套齐全、灌排通畅、安全高效的农田水利体系,为农业现代化发展夯实基础。通过系统分析"十一五"期间上海农田水利建设取得的成效以及存在的薄弱环节,剖析发达国家和地区的发展趋势及其经验借鉴,研究提出上海农田水利"十二五"期间发展目标任务和保障措施。

Chinese central government made an important resolution to accelerate revolution and development of irrigation and drainage nationwide in the first document this year.Shanghai need to seize the opportunity and try to build up an integrative,straightway,and efficient irrigation and drainage system with qualified water resource,in order to supply a substantial base for modern agriculture.In this paper,achievements and major problems in the 11th 5-year plan period were analyzed,development trend in developed countries and districts as well as opportunities for Shanghai were discussed.And the development goals,correlative countermeasures and police suggestions were proposed.
