劳动力市场转型期韩国职业能力开发的经验与借鉴 被引量:2

摘要 经过多年的发展,韩国职业能力开发形成了相对完整的体系,主要体现在:以《劳动者职业能力开发法》为主体的法律体系,包括劳动部、职业培训实施机构和企业在内的职业能力开发组织机构。这一体系的实施从整体上提高了劳动者素质,促进了经济社会的快速发展,并在一定程度上解决了失业问题。借鉴韩国的经验,我国应尽快建立健全职业培训法律法规保障体系,加大对公共职业培训机构支持力度,扩大培训对象,形成多渠道筹集培训经费制度。 After many years of development,the vocational ability development in Korea has formed a relatively complete system that mainly embodies in the legal system taking "the law of vocational ability development for labors" as the body.Its organizations are the Labor Ministry,vocational training institutions and enterprises.Its implementation improves the quality of labors on the whole,promote the rapid development of economy and society,and solve the problems of unemployment for some degree.Taking South Korea's experiences for reference,china should establish and perfect laws and regulations security system for vocational training,strengthen the support for public vocational training institutions,expand training objects,and form multi-channel system of collecting training funds.
