Construction on the Integration of Urban and Rural Education Institutional System

城乡教育一体化是针对我国城乡教育发展失衡现状而做出的制度安排,在其制度变迁过程中会受到路径依赖的制约。原有教育制度结构的凝固性、既得利益集团的抵制作用、户籍制度和教育分级管理制度等制度环境的稳定性都是城乡教育一体化需要面对的制度困境。因此,要在清晰了解原有制度路径依赖的基础上,构建包括目标价值系统、规则表达系统、调整对象系统和实施保障系统的一系列制度体系来保障城乡教育一体化的有效实施。

In order to solve the problem of imbalance between urban and rural education,Chinese government made institutional arrangements to promote the integration of urban and rural education.We need to face the constraints of path dependence in the process of institutional change.Solidification of original structure,resistance of vested interests and stability of the institutional environment are system troubles we need to face in the process of integration of urban and rural education.Therefore,we need to understand the path dependence of existing system,and build a series of systems including target value system,rule expression system,object adjustment system and implementation system to protect the effective implementation of the integration of urban and rural education.
