我国全民医保制度构建理论研究综述

A Summary of Studies on Theories of Constituting Universal Medical Security System in China

全民医保是国际医疗保障制度改革的大趋势,胡锦涛总书记十七大报告中也指明了我国全民医保的改革方向。但是,对于全民医保制度构建的必要性、可行性、具体步骤等问题的研究,至今仍无共识。基于此,提出全民医保制度构建四个核心问题,并据此对国内外全民医保理论研究现状进行评述,以期为今后我国全民医保制度构建研究提供一些新的视角或参考。

Nowadays, the universal medical security system is to be the direction of the medical security system reform in the world. However, in China, the questions why and how we should constitute the universal medical security system are still under discussion. Based on those above, it raises four core problems of constituting universal medical security system, and then use these problems to sum up the studies on the theory of the universal medical security. In the end, it points out the insufficiencies of the researches, and also the theory research direction of the universal medical security.
