从政府职能角度论我国慈善事业制度化建设的方向

The Direction of the System Construction of Charity in China in Terms of Government Function

慈善事业作为社会保障体系的补充,具有调节收入分配的作用,慈善事业制度化建设是慈善事业发展的必然趋势。本文以政府职能为依据,论述了政府在慈善事业发展中的地位和作用,分析了我国由于政府职能发挥不当而导致慈善事业发展受阻,指出政府在我国慈善事业制度化建设中应努力构建慈善文化、完善慈善法律法规、加强慈善监管和培育民间慈善组织,从而推进政府职能转变取得实质性进展,实现收入分配合理有序。

Charity,as a supplement to social security system,have an effect on the regulation of income distribution.The system construction of charities is a destined trend.This article,which is based on government function,discusses the government status and role in the development of charity,analyzes the development barriers to charity resulting from the misusing of our government function,and points out that the government should strive to build charity culture,improve the laws and rules of charity,strengthen the supervision over charity and develop non-government organization.Thus,we can make substantive progress in transformation of government function and realize reasonable and orderly income distribution.
