“统一国语办法案”所涉问题三论

Three Problems concerning the Proposal for Establishing a Common National Language

本文以《学部中央教育会议议决统一国语办法案》为基础分析讨论其所涉及的三个问题:一是国语定名与国家之间的关系问题;二是国语与方言及官话之间的关系问题;三是讨论国语推广策略与推广机构的建设问题。文章认为,通过分析可以看出"统一国语办法案"提出了切实可行的国语推广策略,值得我们重视;通过百年之间各种推广机构的排列分析,可以看出国语(普通话)推广历程的曲折坎坷,真正要做好语言规划,需要天时地利人和。

The paper discuses three problems concerning the Proposal for Establishing a Common National Language,namely,the relation between the name of a national language and the nation;the relation between the national language and dialects;the relation between the strategy for popularizing the national language and the establishment of the responsible institutions.The paper concludes that this proposal was practical but experienced ups and downs.Its enlightenment is that a successful language plan needs the cooperation of all the people and institutions concerned.
